Book II Referral Policy

REFERRAL POLICY
- BOOK II
effective 25, 2007

1.  An applicant for employment may sign Book II between the hours of 8:00 a.m. and 4:00 p.m. Monday through Friday, members with a current dues receipt.

2.  All individuals will be required to keep the referral office informed as to their current telephone number.

3.  All individuals will be placed, chronologically, on the referral list in the order Book II registration.

4.  The referral office will call, in referral list order, the name(s) of the individuals(s) who are to be sent out in order of their place on Book II.  The office will call the phone number that is registered in Book II between the hours of 8:00 a.m. and 12:00 p.m.  If unable to reach a person with that number we will go to the next person.  If the referral office is unable to reach an individual for fifteen (15) days or if an individual refuses a referral, the individual will have to re-sign and be placed at the bottom of the referral list.

5.  A 320 hour minimum will be put in place before an applicant loses his place on the Referral List.  Any individual who accepts employment will retain their place on the "out of work" list until he/she has been employed for a minimum of 320 hours or 54 calendar days, whichever comes first.  All hours worked will be calculated as straight time hours.  Days absent from work will count in the total calendar days for the purpose of referral.  All hours and calendar days will be carried from job to job.

Example (Hours):

An employee is sent to work for "Contractor A" and works only 120 hours.  He is then laid off.  When he returns to his previous place on the list, he only needs 200 hours before being removed from the list.  His next call is to "Contractor B" where he works 205 hours.  When he is laid off this time, he must sign at the bottom of the list.

320 hours - 120 hours = 200 hours               Contractor A
200 hours - 205 hours = off list                    Contractor B

6.  Any individual who accepts any working arrangement off the Referral List and quits, gets fired, or solicits a layoff slip from his employer prior to the completion of the project to circumvent the 320 hours or 54 day rule will have to re-sign and be placed at the bottom of the Referral List.

7.  Anyone on Book II that accepts employment in any other Local Union, including their Home Local, must notify Local Union #35 that they are working.  They will then be taken off of Book II.  You are not allowed to be on Book II if you are employed in any other Local Union, including your Home Local.

8.  Re-sign may be accomplished in person, or by faxing a document from your hall to Local 35 including name, date, and the fact that you are re-signing Book II.  Fax number is (860) 278-4373.  Re-sign shall be made every 30 days.

9.  Please note that the Business Manager is responsible to fill calls in a timely manner as needed by employers.  This means in an emergency, referral may have to be made outside normal hours using whatever means are available to fill calls and place registrants.
